Fog lights are necessary because regular headlights are simply not safe enough for foggy and raining condition. A headlamp light becomes "backscatter," when light is reflected back by rain/fog to the driver's eye. The backscatter also creates glare, which is defined as light much brighter than the driver's level of dark adaptation. Glare creates visual discomfort and lowers the ability to see.
