This operating shaft sleeve for aircooled VW transmissions is bolted on the bell housing of IRS transmissions. This sleeve aligns the throw out bearing with the pressure plate. If your pressure plate has a ring in the center of it then either you cannot use this or you will need to to replace your pressure plate because you have a mix match of years.
